We lead a consortium of top ten mega road construction companies and with a task to import and arrange bitumen of grade 60 / 70 and 80 / 90. Pakistan has three Oil Refineries. National Oil Refinery, Attock oil Refinery and Pak Arab Oil Refinery out which two-National Oil Refinery and Attock oil Refinery produce bitumen grade 60 / 70 used in road construction. Unfortunately, both the Oil Refineries are owned by one group, they have sold their total production to Afghanistan for their roads rehabilitation programmed for the years 2008-2009. This has resulted into acute shortage of bitumen in the country affecting the road work in pipeline.
Here it is very necessary to mention that very recently World Bank has given Pakistan US. D 5000 million along with another USD 1000 million for Roads and Highways construction that include the drive through Afghanistan and Central Asia knows as trade corridor.
Again facing bitumen grade 60 / 70 crises makes us look towards an international source for the supply of 500, 000 metric ton bitumen of grade 60 / 70 and 80 / 90 packed in new steel virgin / used drums or in bulk on C & F Karachi port basis.
Here I should mention that we were importing from Iran and Saudi Arabia, but trade with Iran is being discouraged and Saudi government has discouraged and not allowing 60 / 70 grade bitumen to be exported.
Our governments executing authority National Highway Authority has allowed 400 $, as C & F port Karachi per ton and we being the only coordinators to the buyers expect our commission / service charges from your end. See if we can work within the above parameters.
